Vanilla's License Plate

I have been to many states
in the union. When the family travels we have a game we play.
When we are in a state we look for license plates other then the state
we are in. So if we are in lets say West Virginia we look for every
state other than West Virginia. One thing is though we are from Ohio
so our plate DOES NOT COUNT. We have to see someone else from Ohio
before Ohio count's. That goes for where ever we are.
